El Colectivo Ciudadanos por Municipios Transparentes (CIMTRA) es un grupo de organizaciones civiles en alianza voluntaria desde 2002 cuyo objetivo es evaluar y fomentar la transparencia en los gobiernos y congresos locales para mejorar rendición de cuentas y el marco normativo en la materia, mediante la aplicación y procesamiento de herramientas de medición, evaluación y seguimiento.
El Colectivo CIMTRA es conformado por grupo locales ubicados en diferentes estados de la República. Cada uno de ellos aglutina a organizaciones de diferente origen como universidades, cámaras empresariales, organismos civiles, ciudadanos organizados, entre otros. En el siguiente mapa se muestra la cobertura regional que ha tenido CIMTRA.
El listado del total de organizaciones que alguna vez fueron miembros o son miembros es la siguiente:

- Jalisco; ACCEDE, Instituto Tecnológico y de Estudios Superiores de Occidente (ITESO), Diocesana de Pastoral Social, Tu y Yo A.C., Colegio Estatal de Estudios Políticos y Gobierno, Nuestra Tierra, Coparmex-Jalisco,.
- Nayarit; Nuestra Tierra.
- Puebla; Universidad Iberoamericana, México Abierto, Fundación para el Desarrollo Municipal Sustentable.
- Querétaro; Facultad Ciencias Políticas UAQ y Locallis.
- Tabasco; Asociación Ecológica de Santo Tomás, AC.
- Estado de México; Frente Cívico Nezahualcoyotl AC, ASPANE AC, COJETAC, AC. YUIAN, LNIUS, Centro Estratégico de Estudios Municipales AC., Mujeres, Democracia y Desarrollo, A.C., Innovación Cívica, A.C.
- Guerrero; Universidad Loyola del Pacífico, Comunica, Colores, UNICAM-Sur.
- Guanajuato; Transparencia Ya! AC.
- Sonora:CESNAV, Universidad de Sonora.
- Yucatán; IARAC.
- Distrito Federal; CESEM y Arkemetría Social.
- Coordinadores: Centro de Servicios Municipales “Heriberto Jara, A.C.”(CESEM), ICMA-ML, Accede, Locallis.
Uno de los objetivos principales del Colectivo CIMTRA es medir el nivel de transparencia y lo lleva a cabo a través de tres herramientas:
- CIMTRA-Municipal; para medir a los gobiernos municipales.
- CIMTRA-Delegacional: para medir a las Delegaciones del Distrito Federal.
- CIMTRA- Legislativo; para medir a los Congresos locales
Desde su creación en 2002 el Colectivo CIMTRA ha obtenido los siguientes resultados:
- Total de Municipios y Delegaciones DF evaluados: 220 en 21 entidades. Población: 44.9 millones
- Total de evaluaciones realizadas con herramientas CIMTRA:
- CIMTRA – Municipal: 512 (204 municipios)
- CIMTRA – Delegaciones: 48 (16 delegaciones)
- CIMTRA – Legislativo: 9 (5 Congresos locales)
- Difusión de información a través de la página de Internet www.cimtra.org.mx, su boletín electrónico y redes sociales: www.facebook.com/cimtra y www.twitter.com/cimtra
- Alianza con organismos para fortalecer la transparencia o para denunciar retrocesos en la materia (Colectivo por la Transparencia, Red por la Rendición de Cuentas)
- Elaboración de reportes e informes sobre la transparencia en los municipios mexicanos
- Organización de foros y talleres, entre otros.
